You can’t, u can build a larger frame by training lats and delts, then starve for a smaller waist and the ratio will make them appear larger. Clavicle is a bone tho and once ur growth plates close it won’t grow anymore, u can also steroid max bc there’s lots of androgenic receptors in ur shoulders and u will put on a lot of size there
