Ltn, loose bf, grow out your hair, grow a moustache and take minox (if u dont want oral minox ,then minoxidil on your eyebrows) if u cant find a source or afford it, then just drink topical minox 0.1ml (it works)

15% is a lot get leaner and take aromasin also from the looks of it your chin is recessed ask for braces since you are young

Yeah lowering caloric intake is better tho just make sure to get enough macros and micronutrients so you dont stunt your growth
