Its "cel", with one l, as in celibate.
If youre talking about those overnight stretchers they arent cope, you could also get a palate expander for slight lip widening though .9 is probably not fixable through that.
I wouldnt recommend youd have to do it like the whole time youre awake (as you sleep the rest of the day), its gonna be unproportional force/pressure and most likely pretty tiring. Get a 3D printable mouth/lip stretcher with some search you can probably find a source thread on org, I doubt theres one here.

Already read the thread when it came out, dosent mention anything about stretching your lips with your hand and it dosent say if it's backed by anything
Well, if it's widening the mouth then it's going to widen the lips too. If you don't want to do anything because it's not backed then you can just do your own research.
