sp3 hybridization w 2 lone pairs is a VSEPR approximation but the lone pairs are asymmetric in energy and spatial distribution rather than perfectly equivalent sp3 hybrids and the bent geometry emerges from a balance of lone pair bondpair repulsion but also from oxygens electronegativity pulling electron density into a highly anisotropic region

and the dipole moment isn't just a vector sum of o-h bonds, it is is enhanced by electron density polarization and partial p character in the bonding orbitals

so basically this polarity underlies waters unusually high dielectric constant and hydrgen bonding network which cant be explained by hybridization theory alone but only by delocalized molecular orbital treatment and electron density topology (and NBO, SAPT, QTAIM whatever)
